Pre-Award Office
Where is the pre-award office?
The pre-award office is located in room 162, Building D on the Georgetown University Medical School Campus.
What are the Office Hours?
The office is open Monday through Friday 9am to 5pm.
How many people work in this office?
There are two people working in this office. They are Elisabeth Crigler and Serena Ody.
General Information
Where can I find the Georgetown fringe rates?
The fringe rates located in the Institutional Fact Sheet, along with other important information can be found in the web page section entitled “Information for Funding Agencies”.
What forms need to accompany the proposal?
Each proposal must be accompanied by a completed Transmittal Form and a PI Assurance Form.
Where can I locate Office of Sponsored Research forms?
Forms can be found in the Georgetown Forms located in the web page section entitled “Forms”.
Review Applications
When are proposals reviewed?
Applications received in the Office of Sponsored Research are date stamped upon arrival and are reviewed in the order they are received.
When do proposals need to be submitted to the Office of Sponsored Research?
All Medical Center proposals for review and approval must be submitted to the Office of Sponsored Research 10 BUSINESS DAYS before the agency due date.
When do electronic proposals need to be submitted to the Office of Sponsored Research?
For those applications requiring up-loading through the Grants.Gov portal, the Office of Sponsored Research must receive the COMPLETED electronic application in GUShare 5 BUSINESS DAYS before the due day.
When do I pick up the approved proposal?
The department will be notified their proposal(s) have been internally reviewed and are now ready for pick-up. Applications are left and picked up from the same Medical Center location (162 Building D).
How is the electronic proposals sent to the Office of Sponsored Research?
All Grants.Gov applications should be up-loaded into the Georgetown University GUShare. PIs should email this file to the Office of Sponsored Research using GUShare after granting access permission.
Who should I email the Grants.Gov application to in the Office of Sponsored Research?
The application should be emailed (using the GUshare email icon) to osrapps@georgetown.edu. This email address is read by several individuals in the proposal submission office.
Should I use this email site for all correspondence to the Office of Sponsored Research?
You can certainly use a person’s individual email address for any correspondence within the Office of Sponsored Research. The osrapps@georgetown.edu was established to eliminate the problems occurring when someone is away from the pre-award office. While the two individuals in the pre-award office have the main responsibility for communications thought this site, there are three other individuals in the Wisconsin Avenue office with access to this site in case of unforeseen emergencies.
The proposal Indirect Cost Rate is different then the official University Rate?
The university policy requires the use of our federally negotiated and approved indirect cost rates on all proposals submitted to external agencies. Any deviation to this rule should first be reviewed and approved by the Department Chair. If acceptable to them, the issue should be sent to the appropriate sector head for review and a final decision on the rate. The Office of Sponsored Research will only approve the proposal with a reduced rate if the sector head has approved this action.
Do I need budgets for the out years of a modular grant?
Yes. For all proposals being submitted through the Office of Sponsored Research, a budget is required for each budget year proposed. While the sponsoring agency may not require this information, without it, the office can not properly determine and calculate appropriate IDC, fringe and effort projections.
Review Dead Line
What happens if I can’t meet the 10 day proposal deadline?
Complying with these deadlines will allow the orderly processing and submission of each received proposal, particularly when an electronic up-load is required. However, if additional extra time is required, a written request is required to be given to the Associated Vice President or their designate.
IRB, IBC or GUACUC
Do I need approval for my IRB or GUACUC protocols?
You may need it at the time of submission. However, many sponsors do not require this information until a funding decision is made. Check the funding regulations.
Where can I obtain a Human Subjects Certificate?
Ms. Vonnie Worchester (4-5313) in the IRB office will issue a certificate after the appropriate review course has been completed.
Where can I obtain information for IBC issues?
Mr. Rodney Freeman (4-4712) in the Environmental Health and Safety office can direct you to the appropriate individual or information for issues in this office.
Subcontracts
I have a subcontract on my application. What documentation is required?
Office of Sponsored Research looks for the following documents from each subcontract entity: Letter of Intent, A budget for each year proposed in the application, Budget justification and their IDC Rate Agreement.
My grant has been awarded and it contains a subcontract. Who will draft up this document?
The Office of Sponsored Research will draft and finalize the subcontract. An investigator should contact the Grants Officer responsible for their department to request this document be prepared. Investigators should go to the OSR web page under FORMS to obtain the specific documents.
Progress Reports
Do I need to submit a paper or electronic Progress Reports?
By looking in the award document or the NIH Commons, an Investigator can determine if the progress report is due to NIH in a paper or electronic form.
What is the procedure for submitting an eSnap to NIH?
ESNAPS requires the Investigator to first completed their part and then submit document to the Grants and Contracts Officer responsible for their GU department. After the officer has reviewed the document, it will be up-loaded to the NIH through the NIH Commons Electronic Portal by the OSR staff.
